Description

This panel will drop below the level of strategy and inter-state politics to examine the conduct of war itself. With conventional war in Europe now a reality for the first time in seventy-five years, and with a material risk of European involvement in further major wars, there is an urgent need for serious academic examination of warfare and how states, and other actors, conduct themselves on the battlefield. Traditionally this has been a major topic of strategic studies but attention waned through the Global War on Terror as the focus switched to counter-terrorism, counterinsurgency, and intervention. There are now comparatively few opportunities for academics to explore warfare as a distinct topic. This panel aims to provide such an outlet. This is expecially important as the conduct of war is particularly fertile subect for engagement between academics and practitioners - indeed, two of the panel members are practitioners first and academics second.

This panel would complement other EISS panels, primarily the Strategy and Technology panels, but examines a distinct topic and therefore helps broaden the range of the conference. None of the papers proposed for this panel would sit comfortably on any of the closed panels.

This panel is intended to be as diverse as possible. It is mixed gender, draws on several academic disciplines, includes academics and practitioners, and no two panel members are of the same nationality. The authors represent the UK, Spain, France, the Netherlands, Denmark, and Bulgaria.
